Sleeping shouldn't affect the rain status since it ticks rain every 2 seconds, set it to enable raining in overworld biomes it shouldn't rain in, heavy rain. Not compatible with mods or data packs that add biomes with too high of temparatures, to make it work you'd have to open the data pack or jar file that's adding biomes with winrar, locate the folder in the mod/dp's file strcuture called "minecraft" and look for biomes folder, edit the biomes to have precipitation; true, downfall to anything betweem 0.1-1 (how heavy its raining) and the temparature to any value between 0.15-0.95. If there's a way around this, I don't know it yet.
