This pack adds extra lapis lazuli ore in the desert.
It generates with the same rules as extra gold ore in the badlands: above y = 32.
Since lapis ore generates in an extra batch up to y = 64, this means that technically, the best region to mine for lapis is from y = 32 to y = 64 in the desert.
