Copper Required to Mine Iron
adds use for copper tools by making it so that iron now needs copper to be mined and stone will cause it to not drop.

When mojang added copper tools in 1.21.9, it was still completely useless since it was just stone tools but mines faster. however, with this datapack, it adds functionality to copper tools, specifically for the copper pickaxe. so now, instead of mining iron with stone pickaxe, you need a copper pickaxe or above to mine it or it will not drop.
