This Datapack adds a new crafting recipe which allows you to convert Nether Wart Blocks to Nether Wart itself. 
Installation Go to your world folder -> Datapacks -> upload this datapack If the datapack is not working then do /datapack enable (name of this datapack0 You can find the file name using /datapack list
