Which build do you need?

This mod ships a separate file for every mod loader and every version of the game. Pick both, then download — the wrong build installs fine and then does nothing in the game.

I don't know my version or loader
Open the Minecraft launcher and look at the profile you play on — it names both, like fabric-loader-1.21.4. The version also shows in the bottom-right corner of the game's main menu.
No loader in the profile name? Then it's plain Minecraft, and these mods won't run — you need Fabric or NeoForge installed first.

Nerfstick

This plugin allows server owners to further customize when and where debug sticks can be used. With this plugin, debug sticks can be safely given to players in survival. This plugin prevents players from using debug sticks in protections where the member isn't allowed to build such as worldguard regions and griefprevention claims. You can also customize exactly which properties of which block types can be modified.

Setup for Luckperms

Here's what I use on my server and it's a good starting point. LuckPerms works with regex and that's what the r= means in the permissions below, but some permission plugins might not support this, so if you're not using Luckperms, look into that some more.

Set minecraft.debugstick.always to true to allow players to use the debug stick outside of creative mode.

Set r=nerfstick.use.minecraft.*.waterlogged to false in context of dimension-type the_nether. This is to prevent waterlogging blocks in the nether where water normally cannot be placed.

Set these permissions to true. It's a whitelist of blocks that could be modified with the stick, and when new updates come out, you may want to add more block types to this list.
