Fixed an issue where PaperMC anvils would become drops when falling at y0.
I've noticed that this issue exists on PaperMC and servers after it and has not been fixed, so if you want anvils on PaperMC to behave the same way as the original then this plugin provides a simple and effective fix for this, just place it in the plugins directory.
Verification: Drop an anvil near y0 and PaperMC will let the anvil drop directly into an item, whereas the original does not, and with this plugin the anvil's behavior will try to be consistent with the original.
