This plugin is intended to be a drag and drop deal, all you need to do is configure the config file and your good to go, players can view the handbook and however you set it up. this plugin is great for showing server rules or other context players may need to know

It has many applications even outside of rules, this could be a way to apply lore in a simple and comprehensive way to your player base. I use this on my personal server and players love it.

It has commands that support opening the handbook or giving yourself a physical copy of the handbook

It's all Mainly done in IDEA Ultimate but IDEA Community Should work No Problem.
