This plugin, which is installed on a Velocity Proxy, can start and stop your backend server as needed using bash commands.

The waiting room must be named wait-limbo in the Velocity config file.
command list:
ondemand start <server> starts your server
ondemand stop <server> stops your server
ondemand status <server> shows them the current status of the server
ondemand disable <server> disable automatic start and stop
ondemand enable <server> reactivates automatic start and stop
ondemand reload reloads the config

I'm glad it works with every Minecraft version, but I haven't tested it with all of them.
