Он выдается всем кто зашел на сервер и этот статик останется с ним на все оставшейся время. Можно добавить чтобы наказание выдавались исключительно по статико то-есть не вводить ник игрока, а ввести цифру. /Наказание статик время причина пример: (/ban 1 1d проверка).
