The only way you can obtain an elytra in the vanilla survival game is by beating the dragon and then searching for end cities with the floating ship. One end city with a ship will get you one elytra. If you are playing on a server with a lot of players, chances are that end cities that are closer to the main island are all looted by other players. This means, you will have to travel farther out into the End to find an elytra for yourself. Craemon Craftable Elytra Mod is here to make obtaining elytras easier. As the name suggests, this mod makes elytras craftable. Even with a crafting recipe, obtaining elytras will still be moderately difficult because the crafting recipe requires a Nether star, which can only be obtained by killing a wither.
