Bigger World Height Mod is here with this solution. This mod increases the world height to a staggering Y-level of 2031 in all the three dimensions in the game. Now you can build structures that stand thousands of blocks tall. It is important to keep in mind that launching your game after removing this mod from your mods folder will result in anything built above Y=319 to disappear.
