Has a list of ingredients and descriptions. Idea taken from CafeBabe (fork of CloudBot for IRC)
If <user> is online, they will get a small saturation boost each time they are "taco'ed"
You can also do /taco me to give yourself a taco.
Added taco.use permission node
Users with taco.admin can now run /taco admin to modify values per server session.
The default saturation boost duration is 300 ticks and the default amplifier is 3 (Saturation IV)
When entering value for duration, enter time in Seconds.
