Im not an expert programmer so i cant say that the security of the php page is good. Beware of mysql injections! I recommend that you create your own php page that has better security. I do not take any responsability for any type of breakthrough. You are free to use my php code, but i strongly suggest making your own.

How it works(Short):

Basicly, when a player joins, it adds him to the mysql database if he is joining for the first time. Every time he joins the server, it updates the ipadress he used to join the server. When he goes to change the skin, he will need to enter the username and chose a skin to upload. when he clicks upload, the site gets the ip adress of the pc thats accessing the website, it compares it to the ip which the player used when he joined the server last time, and if they match, the skin will be uploaded, if not, he wont be able to upload it. For this reason the server and the website both need to be either on local host, or on a remote host. a mix of those two wont work. A player cant change another players skin unless that player logged on the server from the pc from where the skin is being changed.

Download the plugin and place it in your plugins folder.
Start the server, and close it right after its done loading. (You will see errors, just ignore them)
Go into the config file, and put in your mysql login info:

Where it says Website, you need to enter the link to the website where the skins will be uploaded. So if the skins are uploaded to your.website.com/uploads/skins.png, you will have to enter just "your.website.com".
(Note: Skins must be uploaded to a folder named uploads)
Then just start the server. If you configured everything correctly, it will work!
(untill a player sets a skin, every time he joins the server, you will see an error in the console saying skin '0' doesnt exsist, use /createcustomskin 0 link to create a skin with that id. What you need to do is set the default skin for players for when they join. name of the skin must be 0.)

To create a default skin, you will have to upload the skin you want to any place where you can get the link to it with .png at the end, and then just use the command: /createcustomskin 0 link_to_the_skin
