Tipped arrows now have an AoE potion effect if they do not hit an entity. The effect has a range of 4 blocks in all directions, including vertically.
Hitting an entity with a tipped arrow will result in the usual vanilla behavior.
This should also work for all modded tipped arrows, with a small visual difference due to how it works.
