Commands:
/ps help - Party Streamers help text
/ps - Author, Credits, Version Number
/ps redwhiteblue <amount> [player_name] - Gives player snowballs that display red and blue streamers
/ps rainbow <amount> [player_name] - Gives player snowballs that display rainbow streamers
Permissions:
ps.* - Gives access to all PartyStreamer commands and features
ps.give - Gives a player access to commands to give themselves or other players party streamer snowballs
ps.throw - Allows a player's snowball streamer to show up (party streamers will not display for a player without this permission enabled!)
