Are you wondering WHY WorldEdit doesn't include a stairs creation tool?
Well, so do I.
This is why I created " SimpleStairs", a plugin that will automagically (© Mojang) create stairs for you.
As always, the best is to try it!

Command reference:

There are two methods to create stairs:
WorldEdit method:
/stairs selection <type> [substitute] [clearedspace]
type: The type of stairs, either ID or material.
substitute: The substitute for flat parts, if there are.
clearedspace: The amount of blocks to clear on top of the placed blocks.
Classic method (using a stick):
/stairs <number> <type> <fraction> [substitute] [clearedspace]
number: the amount of stairs to create (For instance, 10 will create 10 blocks). You can also set to c<number> (ie: c10) to make it "climb" 10 blocks. It will automatically determine the amount of blocks to put to climb 10 blocks. This can also be set to c-number (c-10) when you want to go upside-down (climb -10 blocks).
type: the type of stairs. Can be either material name or ID. Example: STONE or 1
fraction: this is the most interresting part. It allows you to create custom "shapes". For instance, setting it to 1 means that 1 block of 1 is the defined type (for instance, stairs).
If this is set to 2, it will mean that 1 block of 2 is TYPE, and the other ones are SUBSTITUTE.
substitute: see fraction
clearedspace: use this to automatically dig around the stairs, useful for underground stairs.
Setting this to 2 will mean that, if you place your stairs into stone, the stone over it for 2 blocks will be removed, allowing you to walk on it instead of being blocked by the stone.
