Load any resource pack simply and easily with this plugin! To get started the plugin will load with a config.yml. To change the Texture Pack first download your texture pack and extract it to any folder, then you can select the assets folder, pack.mcmeta, and pack.png, then simple right click and click make .zip file or using WinRAR click Add to Archive and select .zip file. Now that you have the .zip file visit preferrably dropbox.com and upload the files then press share and copy the link. Now open the config.yml and between the ' ' paste your URL and change the end of the URL from 0 to 1 and you are done!
