This will initiate the orbital cannon and lock on to the
player starting the 10 second countdown.

- Cleaned code for easier updates.
- Made it so only one player on the network can use the cannon (Allowing multiple is unnecessary and requires a lot of back end work).
- Cleaned and improved the in-game config editor.
- You can't cannon someone who is dead.
- Player has to be online/exist for them to be shot (would rightfully bug out)....
