This plugin allows players to craft an arrow message by putting together a written book and a regular arrow. The player who gets shot with the arrow or picks it up, will receive the book and can read the message.

Configuration
The configuration is kept rather simple and only changes minor things like the colors of title and lore of a message arrow (possible color values can be found here ). Also spectral glowing can be enabled so that the arrow is visible through all blocks. Here's the default config:
