You can craft the weapons with items from the game itself 
and also craft the weapon ammunition.

Crafts:
To reload the weapon, simply take the unloaded weapon, use it in crafting
 (on the crafting table or in your inventory), and place the ammunition next to it.
 Your weapon will be reloaded.
