This plugin was created to stop hackers from coming onto your server. This plugin stops people from moving when staff execute the command /freeze <player>. You can also change this plugin by following these steps:
Right click Freeze.sk open with notepad++ And edit the messages.

hcf.command.ss - to use the command /ss
hcf.command.unfreeze - to use /unfreeze
How to install:

Download skQuery: https://dev.bukkit.org/bukkit-plugins/skquery/
Put these files into your servers plugins file. Restart the server.
Go into the skript file, open scripts, once in there, you can drag over the plugin.
