How does the commandspy works!
u are allowed to spy someone's command and u can actually ignored a command in the config that in spy command.
blocked players list is when u put the name on blocked players list config file the exact name or tolowercase when ever u on the commandspy the player will not be on spy command!

You must have Java 8 and use spigot(not craftbukkit)
only works for 1.8 - 1.10 try 1.11 if it could be do it
Please Note! if u reload the server or reload the plugin u must rejoin the server!
