Unlimited Banner Layers
The name already explains what this does but basically this mod will add a config file named unlimitedbannerlayers.json in the config folder, which will let you specify the max number of layers you will be able to have on banners. The default vanilla limit is 6 and this mod will set it to 16 by default.
