Kelp was introduced in 1.13, causing numerous performance problems both server and client side, and it's only purpose was to bring a bit more life to the ocean. It's only "good" feature was it's use as food, even then it only heals the bare minimum of half a heart.
So, I decided to remove it completely with a mod, and after a bit of tweaking, the dreaded kelp is finally gone.
