Allows ladders to be placed on top of flat surfaces as well as hang from blocks.
It dynamically checks the surface it is placed on, either below or side, as well as above/below ladders, to ensure they are properly placed on a valid surface, or hanging from the top of a block (i.e. ladders cannot hang from lower-half slabs)
