Prevent mob spawning around soul light emitting blocks even if hidden underground.

Features:

You shall not spawn: No monster entities will be able to spawn inside a 16x16x16 rectangle around the soul light emitting block (or 8 blocks from each sides). Works even if the soul light source is placed hidden underground.
