Trowels
There are two versions of the Trowel (wooden and iron). Trowels are used to remove foliage from dirt. For example, they will turn grass blocks, podzol, or mycelium into dirt. They can also be used to remove paths. Trowels also turn regular Dirt into Prepared Dirt, a new block that you will need in order to craft Flower Baskets.

Prepared Dirt acts just as dirt, but can be used to craft Flower Baskets.
Flower Baskets
Flower Baskets are the star of Flowers and Trowels. They are used grow regular single Flowers into Flower Clusters. The mod adds 12 Flower Clusters: Allium Cluster, Azure Bluet Cluster, Blue Orchid Cluster, Cornflower Cluster, Dandelion Cluster, Lily of the Valley Cluster, Oxeye Daisy Cluster, Poppy Cluster, Orange Tulip Cluster, Pink Tulip Cluster, Red Tulip Cluster and White Tulip Cluster. To do this, plant a flower on top of the Basket and wait. It will eventually reproduce into a Cluster.
Flower Clusters
Flower clusters act just as vanilla flowers, but instead take a larger proportion of the block. To collect them, destroy them using shears. If you destroy them normally, 3 to 5 single flowers will drop instead.
