Adds gamerule 'any_redstone_on_water': if false, to place redstone underwater craft a redstone dust with a glow ink sac.
Adds gamerule 'colored_redstone': if true, redstone when placed underwater will have a different color.
Default Vanilla Redstone Release (everywhere): True and False.
Default Colored Redstone Release (when underwater): False and True.
Repeaters and Comparators are also able to be placed in water now! And have colors (Colors are a bit WIP)
