Smithing plus adds new Smithing Templates, the Refining Templates, into Minecraft. These refining templates are found in Village's Toolsmith and Weaponsmith chest also can be traded by the Toolsmith and Weaponsmith villagers.
Tools made from Gold, Iron and Diamonds now have unrefined variants that can be made by using the traditional crafting recipe. To make the normal refined version, players needs to use a piece of the tool's material and a Refining Template of the Tool.
The Unrefined Variant of the Tools are significantly weaker than the refined counterpart and only slightly better than Stone Tools (Iron and Diamond Only).
