Familiar to many plugin for permissions with possible corrections of some shortcomings.

The main PEX issue on 1.19 is a server crash due to a thread blocking in the recalculatePermissions method of the PermissiblePEX class. I tried to fix this problem by using ConcurrentLinkedHashMap instead of blocking threads.
Also:

Removed automatic update.
Removed support for NetEvents, LilyPad, Spout and Glowstone

The plugin has been tested on a production server on versions 1.19.3-4. Load with quiet time at the level of an average plugin, no more than 0.05ms per tick, during a bot attack (10 bps) I noticed 0.3ms per tick.
The config has been updated. Delete the old one and set it up again.
