adds 2 blocks:
- particle emitter. creates particles.
- sound emitter. creates sounds.
each block has a gui to select which particle/sound to emit and is activated by a redstone signal. the blocks themselves are untextured and don't have recipes so a pack author will need to supply them if they're wanted.
