Lenient Spawns
In short, all it does is check if the block below a spawn attempt is valid when a spawn attempt fails. In practice this means that mobs will be able to spawn on blocks such as bottom slabs, anvils, glass, etc, as long as the block underneath of it is a block which normally allows spawns, such as stone. This is mostly intended to combat reduced spawn rates of mobs caused by mods such as Countered Terrain Slabs.
