STAFF MODE

This version will also work with 1.7 and 1.8
When a player logs in with the permission "staff.mode" he or she is put
into Creative Mode. He/She will NOT be able to: interact with players (hit them or something like that), break blocks, or interact with blocks (open furnaces, crafting tables, etc)
He/She will have these in hotbar:
Slot 1: Compass (Lore: Teleporting Tool)
Slot 2: Book (When a player in staffmode is holding the book, he/she can right click on a player with that book and it will display a double chest GUI where the player can see what is in the player's inventory, their potion effects, their XP level, their IP address, their armor, their equipped item, and their time played.) (Lore: Inspection Tool)
Slot 3: Wooden Axe (Lore: WorldEdit tool. [Second Line:] Must have WorldEdit permissions
Slot 5: Blaze Rod (Teleports the player to a random person on the server) (Lore: Random TP Tool)
Slot 7: Wooden Pickaxe (When a player in staffmode right clicks on a player with the magma cream, he or she will be teleported to a player under Y = 20 on the server) (Lore: XRay Catcher)
Slot 9: Nether Star (When a player in staffmode right clocks on the nether star, they will be displayed with a double chest GUI. This is a report system, any player can do /report <username> <reason>, and all staff members with the permission: "staff.reportshear" will see a message in chat like such, any color can be chosen by the developer, [Staff] <reporter> has reported <reporting> for <reported reason>. Then, this report will be created with a slime ball item in the GUI, the staff member can left click on the report's slimeball and the staff member will be teleported to the person who made the report. Right clicking on the report's slimeball will delete the report from the GUI)Lore: Report Manager)
NOTE: Players in staff mode are in vanish!
EDIT: Players in staff mode can't be interacted with. For example, if a staff mode activated person is standing infront of a chest, and a user tries to open the chest. They will be able to
