Target Block Reader adds a number near the crosshair that reads out the redstone signal that would be emitted by the target block you are looking at if it was struck there.
You can test this with the command /summon minecraft:wind_charge ~ ~1.62 ~. This will summon a wind charge directly at your eye's position, so you can punch it with aim that's true.
No effect is had if you are not looking at a target block
