Adds a pvp-timer to protect new players.
Set time in config, whenever a player first joins, the timer turns on for the specified time, and while in timer, the player can't hit or get hit.
If given permissions("pt.toggle") the player can turn off the timer using the command /timer.
If "action_bar" is enabeld in config, time left for the protection is shown above the hotbar.
