Vanilla Tweaks Offers a resource pack option that will graphically overhauled close to broken tools, However the textures provided on there only fit for Minecraft's modern look.
This resource pack aims to fix that, keeping all functionality from the origianl vanilla tweaks version, and overhauled to work with minecraft's programmer art option!
This is meant to be used in conjuction with the https://modrinth.com/resourcepack/pacp Resource pack.
