This is not technically global, as that is controlled server side.

They make notes not get quieter with distance. However, are limited by the range at which note sounds will not play entirely.
How Global Notes Studio works.
Global Notes Studio works by changing the note sounds into stereo files.
Stereo files do not apply direction and, in recent versions, also doesn't apply volume over distance.
However the sounds.json has been included for older versions.
This is very useful for recording noteblock songs in game!

Version compatibility has been roughly double checked and the pack version warning can be ignored in the versions stated in the release.
