Non-persistent torches
Default torches will go out (be converted into redstone) torches after x seconds. (x is defined in config).
Persistent torches

Unlit torches
You can relight torches by rightclicking unlit torches with a fire ball or flint and steel.
Other:
With the permission torch.permanent normal torches will behave as permanent torches. The permission can be changed in the config! This behaviour can be disabled in the config.
When placing normal torches in creative they will behave as permanent torches. This behaviour can be disabled in the config.
In both cases destroyed torches will remain default torches!
You can enable an option in the config to set air instead of redstone torches
