This is a simple local chat plugin that is configurable in the config.yml, great for factions servers and other servers alike! Change the block distance of the chat or allowing ops to bypass by default. There are notes in the config file to make everything simple to understand and self explanatory. This is a very lightweight plugin that simply just gets the job done.

Simple, just open up the config.yml in a text editor of your own preference and change the block distance variable. Then reload the server and it's done.

There is only one command for this plugin which toggles on the ability to see but not speak globally as long as you have the permission:
/globalchat
localchat.bypass
