-Add a cooldown to golden apples that applies to players on the server.

-Change whether golden apples and enchanted golden apples have this cooldown.
-Change the length of the cooldown.
-Give effects to players who eat golden apples while the cooldown is still running.
-Change the length of the effects given to the player.
All this can be done in the config.yml. All options are clearly defined along with what values are acceptable, which can be found above them.
