Commands:

- /survivalchests add <tier> | look at chest to create it (available tiers 1,2,3)
- /survivalchests reload
- /survivalchests refill
Permissions:
- chests.use | to use chests
- survivalchests.admin
Notes:
- Players cannot break those chests
- Remove chest by breaking it
- Players without chest.use permission cannot open those chests
