So this is something I whipped up for a friend of mine, it's a simple World Generator that creates a forest of ice and a sea of snowy clouds. Pictures below.

If you want to use this plugin, you need to simply drag the .jar to your plugins folder. Afterwards, go to bukkit.yml and add
worlds:
IceCloudsWorld:
generator: IceCloudGenerator
When done, go to server.properties and set
level-name=IceCloudsWorld
Now all you need to do is run the server.
