The plugin does not need additional permissions or commands for your use, just put in the plugins folder of the server.
With the plugin enabled, the range to hear the thunder will depend on the property view-distance of the Server.properties file of your server. For example, if "view-distance=4", the range to hear the thunder will be of 4 chunks or 4*16=64 blocks away.

- Stop your server
- Drag the .jar file to your plugins folder in your server
- Restart your server
