This plugin is pretty basic, you must have WorldEdit installed to use it. It has only one command, /removecarts and it has a permission which is removecarts.use. I made this for a friend as per request and I figured if he needed it, other people might too. You simply make a WorldEdit selection and do /removecarts and it'll remove any minecarts within that area.
