It is a multi purpose plugin.
It allows a player to check what the blocks id or what the block is just by looking or holding it. This plugin also allows players to check their messages permissions.
Let's just say they do a command, the code line does this command: onCommand(CommandSender sender, Command command, String label, String[] args) {
This basically says on a command the sender will receive a answer in chat saying "Hello".
Player player = (Player) sender;
player.sendMessage("You did the command");
This says that you have done that command. When you do that command it says the following: "You did the command".
What are the plugin's permissions?
There are no current permissions for this plugin. The only permission you need is the essentials.message or essentials.msg permission.

And Either Auto-Broadcast or server broadcast
