Per-villager custom messages do: /notrades in-game.
Permission: notrades.admin
Global villager messages see: config file
Admins may bypass all restrictions if given the
notrades.bypass permission
You can also bypass specific restrictions if given the
notrades.<profession> permission
E.g notrades.shepherd
