Originally barrier blocks, which were added in Minecraft 1.8, are not for survival mode even though they are useful for survial construction due to their invisibility. This plugin enables you to break and see them. Yes, you can use barrier blocks in survival mode!
Put the plugin jar file in /plugins folder of your bukkit/spigot 1.8 or newer. Before configuring, you have to run your server/proxy at least once. There is neither commands nor permissions. This plugin does not provide a way to get barrier blocks in survival mode. You need install another plugin such as chest shops.
