Custom Permission Messages

What it does:
This plugin allows you to set custom permissions for commands or chat messages and customize the error message. For example, You could set it so that when a player types "/mv tp world2" it cancells it and sends the player a message saying "&cYou cannot teleport to that world {PLAYER}!"

Features:
- Easy config
- Check for arguments in command or message
- Case Sensitivity
- Should override all commands (as long as they use the CommandExecutor format and not PlayerCommandPreprocessEvent)

Installation:
To install the plugin, just drop it in the plugins folder and restart your bukkit/spigot server, then setup the config and it should be working!
