GiveMePing (GMP) is a lightweight plugin that players may use to check their ping to the server. There is no configuration options, and is just a drag-and-drop plugin.
Commands and Permissions:
/givemeping:
Basic information, version number, author and permissions list.
Permission: gmp.info
/ping
Command to tell a player their ping, real time.
Permission: gmp.ping
Demonstration:

How to install:
So far, I've only tried this plugin on a 1.12.1 server. It should work for 1.12 and potentially previous version. If you get it working in a different version, let me know!
Step 1: Download the plugin from the "Download" button at the top of the page
Step 2: Stop your server
Step 3: Drag and drop the plugin into your "Plugins" folder.
Step 4: Start your server
Step 5: Test the plugin, and if it works, feel free to give me feedback.
NOTE: Don't forget to add the appropriate permission nodes!
