To use Paper's new mob spawn distribution, use the latest 1.14.4 or higher build and set per-player-mob-spawns to true.
Background information
Multiplayer natural mob spawning has a fatal flaw. It uses a global cap that is essentially only dependent on the number of chunks loaded. This means areas with lots of dark areas will get more mob spawns over other areas. This can lead to the situation where some players have many more mobs around them over other players.
Features
DistributedMobSpawns aims to solve this issue by preventing mob spawns around players who have exceeded the spawn limit around their mob-spawn-radius area.
Install
A Paper server is recommended so that only naturally-spawned mobs count towards the limit.
Just drop into plugins folder and restart.
config.yml available to tweak responsiveness/lag settings.
It is recommended that the mob-spawn-range is 8 in spigot.yml and view-distance is 10.
Commands
All the commands are for testing and configuration purposes and so
require dms.debug permission.
/dms butcher [mobtype] : kill all mobs of [mobtype] from the current world
/dms stats : view distribution of monsters
/dms help : view command info
/dms toggle : toggle distribution enforcement
mobtypes: [animals] [monsters] [ambients] [watermobs] [all]

- Avoid situations where too many monsters spawn in player made dark room monster farms.
- Also avoid situations where no monsters spawn in monster grinder when more than 1 player is online.
- Avoid lag by preventing too many fish spawns.
